This role will start off remote due to COVID, however the candidate must be willing to work onsite once restrictions are lifted.

Provide systems engineering expertise to support the needs of the IT Department's current and projected business base. Analyzes and evaluates major project requirements of considerable complexity requiring a thorough understanding of all parameters affecting and interfacing with the operational environment and components. This includes optimization studies of the current system, as well as conducting evaluations of new concepts to take advantage of emerging technologies

Accountable for implementing assigned projects/changes within required time parameters and with acceptable operating performance.

Conceptualizes, develops, and implements complex systems projects. Defines objectives and prepares design specifications to meet user/business requirements and satisfy interface problems. Analyzes alternative options to propose the most accurate, feasible, and economical methods.

Maintains system component design standards that meet current and projected IT Department internal and external business requirements. These standards include the requirements to meet or exceed business service level agreements, reduce and/or avoid costs, and provide for business recovery.

Develops and implements system designs that meet established design standards. Develops implementation plans to include business case, task list, timeline, financials, documentation, and fall-back plan as well as ordering and monitoring the installation of hardware, software, and services. Manages vendor resources to achieve job requirements. Evaluates and proposes new and existing hardware, software, and network options.

Reports on the status of projects both orally and in writing. Provides guidance, mentoring, and training to project team members. Coordinates and directs the tasks of other employees during specific projects.

Reviews, manages, and resolves complex and highly complex technical problems involving one or more systems or functions. Undertakes and oversees the process of defining problems and implementing solutions. Consistently demonstrates the use of ingenuity and creativity by making recommendations and taking actions to direct the analyses and solutions of problems.

Designs, codes, unit tests, debugs, and documents complex programs.

Completes other tasks as may be assigned by Department and Division Management.


Job requirements:

Degree in Computer Science and/or equivalent technical education and experience.

Minimum ten years of applied experience in multiple program products and multiple system components, demonstrated technical proficiency of computer operating system functions, components, applications usage of system functions, and data center operations.

Web application and services best practices.

Strong knowledge of Object Oriented Analysis and Design, Software Design Patterns and Java coding principles.

Must have hands-on experience in Core Java especially OOPs Concepts, Exceptions Framework, Collections Framework and Multi-Threading.

Strong knowledge of one of the following: NodeJS, React, JSON and Rest Services is a big plus.

Solid hands-on experience J2EE, Hibernate, Spring Framework, Maven is a MUST.

Extensive knowledge on ADF (Oracle Application Development Framework) is a MUST

Experience experience migrating ADF Applications from version 11g to 12c is a MUST.

Experience with Application Servers like Weblogic 11g, Weblogic 12c is a big plus.

Hand on experience in SOAP and RESTful Services Development is MUST.

Solid hands-on experience with Relational Databases (Oracle, MSSQL and MySQL) is a MUST.

Experience working with JUnit and Maven.

Working knowledge with monitoring systems like Splunk and/or AppDynamics is a big plus.

Working knowledge with distribute systems like Redis, Coherence and Kafka is a big plus.

User level Linux knowledge.

Work in Agile and Dynamic Environment.

Ability to apply understanding of systems internals to the applications programming environment and business needs assessment.

Ability to develop and conduct training and guidance for other members of the team.

Advanced verbal and written communications skills, including stand-up presentations.

Ability to interact with senior management on a regular basis.

Demonstrated analytical skills and proficiency in proposal preparation and writing.

Ability to work in a fast-paced, high-pressure environment.

Direct experience in a Health Care application environment with the ability to demonstrate an understanding of claims processing and cost containment requirements is desired.

Possess a working knowledge of PC software programs, including MS Office Suite, Visio, and MS Project.

Exceptional skills to take general input and direction from project leads (Senior Programmer Analyst or Technical Specialist) and to subsequently organize and complete projects independently.
