JOB DESCRIPTION:

Defines system vision, use case model survey, system requirements, system performance requirements, and assures compatibility of all physical, functional and program interfaces to optimize total system of systems and/or system architecture(s). Develops, maintains and identifies improvements for the planning, organization, implementation and monitoring of requirements management processes, tools, risk, issues, opportunity management and technology readiness assessment processes. Applies an interdisciplinary, collaborative approach to plan, design, develop and verify a life-cycle balanced system of systems and system solution(s).


Elicits requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, task and workflow analysis, and/or viewpoints.

Decomposes high-level business and user requirements into functional requirements, specified in an appropriate level of detail suitable for use by those who must base their work on the requirements.

Writes requirements/systems specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely.

Manages requirements traceability information and track requirements status throughout the project.

Represents the organization as the prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.

Participates in peer reviews and inspections of requirements/systems documents. Participates in peer reviews of work products derived from requirements specifications to ensure that the requirements are interpreted correctly.

Manages changes to baselined requirements through effective application of change control processes and tools.


Applies extensive job practices, techniques, standards, principles, theories, and concepts. Has full knowledge of other related disciplines. Recognized as a job expert within the department/organization.

Provides technical solutions to complex problems that require ingenuity and creativity.

Exercises considerable latitude in determining technical objectives of assignment. Completed work is reviewed for desired results from a relatively long-term perspective.

Guides the successful completion of aspects of major programs and may function in a project leadership role. Erroneous decisions or recommendations may result in failure to achieve major organizational objectives.

Represents the organization as the prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.

Technical degree in a related field of study and typically 9 or more years' related work experience or an equivalent combination of education and experience.
